I understand this is an arch issue but I'm looking for any workarounds someone may have while I wait for another update to fix.

Otherwise, Obarun is a keeper for me bacause of the solid boot&service management. Thank you Eric&team!

Now, the error I get with all apps that depend on qt is:
ImportError: libicui18n.so.65: cannot open shared object file: No such file or directory
I have also tried downgrading back to icu (65.1-3) but this breaks all apps depending on gtk. I prefer to have gtk working more so Ive kept the update.

Any workarounds would be appreciated.
Earlier today I did an upgrade, I use testing-arch, and all my terminals failed because I upgraded icu. Then tried to start the new version of thinderbird which wouldn't start without the new icu. So upgrade testing/icu to run thunderbirs and then downgrade icu to get terminals working again. If you have a terminal that works and keep it open you can upgrade, just make sure you downgrade before you try to start one again.

It is the usual crap that arch does, and it is ok and expected for testing, but when crap falls apart for stable stuff then people get tired of this shit. Day in and day out you may have more things to do than trying to straighten up your installation from the incoming bombs of pkg incompatibilities. I am also getting the impression this is a bad thing getting worse.
Fixed after update to qt5-base 5.14.2.3...good job obextra repo manager.
I hear you fungalnet, seems like things are out of sync&uncooordinated. The icu update wasn't on testing any more, but had been added to the core repo! I'm trying to enjoy the experience and successfully so far, but I bet it will get old if it happens one too many times as my years of experience with arch&linux add up.

Would be annoying to dance between downgrading&upgrading icu to get different apps to work. :D
